At Debating Europe, we are committed to understanding how citizens view today’s major geopolitical shifts and what these changes mean for Europe’s security, democracy, and global partnerships. This work forms part of our broader effort to rethink the social contract and ensure that policy decisions reflect citizens’ real concerns.
In early 2025, we surveyed 400 young French citizens aged 18–35 to explore how they perceive the United States’ commitment to democratic values, the reliability of NATO, and the future of European security cooperation. The study took place against a backdrop of renewed uncertainty in U.S. foreign policy following President Trump’s return to office.
What did young French citizens say?
🔹 The U.S. is losing trust.
A large majority doubt that the U.S. effectively supports democracy in Europe, and only 23% consider it a reliable security partner. Concerns stem from inconsistent U.S. positions on NATO, democratic norms, and global conflicts.
🔹 Security priorities are shifting.
Respondents strongly favour cooperation on climate resilience, cybersecurity, and disinformation, while traditional military defence ranks far lower.
🔹 Europe should strengthen its autonomy.
Almost half believe France and the EU should reduce reliance on the U.S. and invest in independent defence capabilities, from cyber protection to stronger intelligence-sharing and industrial partnerships.
🔹 Digital threats are central.
With 81% worried about misinformation and hate speech online, many point to the influence of major tech platforms and call for stronger EU regulation to safeguard democratic debate.
Why this matters
The findings highlight a generation that values transatlantic cooperation but wants a more balanced relationship, one that prioritises European sovereignty, resilience, and democratic stability. At a moment when global tensions and digital threats are reshaping traditional alliances, their insights offer a timely roadmap for policymakers working to redefine Europe’s security future.
